SA49 Crafting a Sustainable Infill Neighborhood: Portland’s South Waterfront District

   A 130-acre former industrial site along the Willamette River, the South Waterfront contains dense commercial, institutional, and residential projects, as well as a neighborhood park and riverfront greenway linked to the surrounding neighborhoods by a streetcar system and aerial tramway. This case study analyzes the evolution of the master plan. Financial, regulatory, and design challenges and the integration of sustainability provide insight into implementing large scale “green urbanism.”

   Learning objectives:

  • Identify key stakeholders in the development project; their concerns, needs, and objectives; and adjustments to the master plan to address those interests
  • Analyze the impact of public/private partnerships, financial and regulatory incentives, smart growth, and sustainability goals on the design process of a large infill redevelopment
  • Review design goals of the master plan, compare the plan’s intent with the executed design, and appraise strategies for addressing neighborhood design, urban sustainability, and energy efficiency
