Seth Perlman

Seth Perlman is the senior partner at Perlman & Perlman LLP. He holds a B.S. from Beloit College and a J.D. from the University of Texas. He is a frequent commentator, writer and lecturer on issues affecting the nonprofit sector. He is the author of "Fund-Raising Regulation," the definitive handbook on charitable solicitation law compliance and a contributing author to the The Nonprofit Handbook-Fundraising.
Mr. Perlman has litigated in numerous state and federal jurisdictions on issues relevant to the philanthropic community and is special counsel for the Association of Fundraising Professionals and the Direct Mail Fundraising Association. He is general counsel to numerous national and international nonprofits and special counsel to hundreds of nonprofit organizations and for-profit entities working in the philanthropic sector. He sits on the Board of numerous international nonprofit organizations in the United States, Europe and Canada. Mr. Perlman was also lead counsel for The American Charities for Reasonable Fundraising Regulation. As such he successfully litigated a constitutional suit seeking to overturn the fundraising regulatory scheme in Pinellas County, Florida. He has worked with the Hungarian Government on the formation of its nonprofit sector and has been invited by Congress and State governments to advise them on issues and the construction of statutes relevant to the philanthropic sector.

Michael DeLucia J.D.
Director , Charitable Trusts Unit
Michael DeLucia is a Senior Assistant Attorney General and Director of Charitable Trusts at the New Hampshire Attorney General's Office. He has served as President of the National Association of State Charity Officials (NASCO) and as President of the National Fulbright Association. He is executive editor of the "New Hampshire Bar Journal" and has written on the regulation of the charitable sector. He received his undergraduate degree from Georgetown University and his law degree from Boston College Law School.
This session presents both a review of basic state compliance requirements for charities and fundraisers and an update on matters of particular concern to state regulators. Issues of accountability, the application of Sarbanes Oxley to charitable goverance, the reporting of special events, conflicts of interest, and internet fundraising will be addressed. Also for discussion are recent enforcement actions by state Attorneys General.
